Since there seems to be a confusion about this.

By acting outside your authority you not only break the law (only magistrate responsible of the jurisdiction is allowed to investigate crime in a given fief, but you also insult your host as your actions imply that you are telling them that they are not doing their jobs properly.

So if you go snooping around in a small place like Shiro Yoake be assured that someone is very likely going to rat you out and then, if you don't have a permission to do what you have been up to, you are in trouble (tm). Characters are samurai, to be a samurai is to serve - not to head to adventures.

'How to investigate crime'

a) Find a local magistrate, ask if you can help thus getting the jurisdiction. Easier in small villages, harder in big cities. Remember that the commoners here have an actual military and law enforcement system in place. Chances are that you get politely told to mind your own business.

b) Get buddies with the local underworld. Lore: Underworld and ability to take risks are you friends here. Since the lawless might be more than happy to help you for a price

c) Infiltrate datalinks. Well, just as b) this way you do get some information. You also risk getting caught as you break the law.

d) If you happen to accidentally OR via b) or c) sort out a crime, you are likely rewarded (or at least thanked) depending on how much collateral damage you caused. Of course, b) or c) might get you screwed. Nothing ventured, nothing gained.
