While Phoenix mediators might not be as fabled as the Crane diplomats or as notorious as the Scorpion courtiers, few can question their dedication to peace. Should a conflict arise within the Empire, the Phoenix are among the first to demand the cessation of hostilities and opening negotiations to resolve the conflict. The Phoenix are duly ignore the fact that more warlike Clans such as Lion, Mantis and the Spider see their efforts as nothing but outsiders meddling with their internal matters. Despite being distrusted by some of the other clans, the Phoenix courtiers have helped to forge many treaties over the past centuries. Even today, the Phoenix would-be diplomats must study treaties, both new and old, so that they too could draft one if called to do so.

Today, the characters are tasked with planning and penning a peace treaty that would placate two would-be warring clans. For the purposes of the exercise the clans are named ‘Tiger’ and ‘Locust’ - thinly veiled aliases of the Lion and the Mantis.

Magic: Magic is allowed though spells must be cast so that they cover the duration of the entire event, i.e. 3 hours. You can use multiple casts to achieve this as long as you have sufficient spell slots.

Precedents
Character may use their knowledge of the history or alternatively scourge the networks for precedents that would support their chose solution for the crisis by rolling Lore: History / Intelligence at TN 10 or alternatively rolling Use Computers / Intelligence against TN 20. Success and each successful raise grants the character a Peace point. Characters with Precise Memory Advantage gain a Free Raise on this roll. Characters with Frail Mind Disadvantage increase their TN's by 5.

Penning the agreement
Once the character has established their case, they must pen an argument by rolling Sincerity(Honesty) / Awareness or Courtier / Awareness against TN 15. Success and each successful raise grants the character a Peace point. This roll counts as contested against R2 Phoenix samurai for purposes of Advantages and Techniques. Benten’s Blessing, Paragon of Sincerity and Paragon of Honesty apply to this roll. Touch of Sakkaku does not apply as the roll does not have Deceit Emphasis. Characters with Gullible or Can't Lie Disadvantage have hard time countering the arguments of their opposition and so increase their TN by 5. Should character somehow have both of these Disadvantages they increase the TN by 10 and roll against TN 25.

Once you have finished making your rolls, please post your total points to this thread along with a link to the relevant rolls. The character with the most Peace points will earn 3 Courtship points, the character with the second most Peace points will earn 2 Courtship points, and the character with the third most Peace points will earn 1 Courtship point. Ties are broken by comparing the ‘Penning the argument’ rolls.

Peacetreaties? How boring. She was a Yoriki, a peacekeeper not a peace maker! But if they wanted a peace treaty she could give them one. She even knew some examples from school.

Tenma was very straight forward about it, and apparently the Phoenix could tell. They gave her a pass and sent her on her way without fanfare.

Nishida took part in the hypothetical peace negotiation. Not that he had a good argument, for some reason he could not quite draw the line between Tiger and Lion and Locust and Mantis. Probably he should have drunk less sake last night.

But at least he was good at negotiating, something he was good at. He had no problem in achieving a hypothetical peace between the two parties, even if he had no real arguments.

A good salesman does not need arguments.

He begins by simply listening to both sides speak their piece.

Your conflict began over a misunderstanding as to who had mining rights among the asteroid field of Regar Four. Because the original hard copy official declaration of rights was lost in transit to the Imperial Bureaucracy, but it was not reported to those who had been sent to begin mining, when they arrived and found the other having sent a forward military force, thinking it was yet unclaimed." He looks to them both. "In the history of the Empire, a similar thing has occurred sixteen times. This is the seventeenth. What seems at first to be perplexing is that in the past, eight times it was found to be rightfully owned to those who had first arrived and sent declaration. Eight times it was found to those who arrived second, because their declaration arrived first." He looks to them both. "At first it seems a conundrum. However, each and every time peace was found, it was found by both sides deciding to share the profits of the mining. So, in this, the seventeenth time in the long history of the Empire, it is upon us to decide who supports who, and who gains the profit for having supported the other? Precedent suggest a neutral third party arbitrates for the lifespan of the mines."

He is so proud of having known all of the precedence that his suggestion of having the Phoenix be the neutral third party only angers both sides.

Afterwards, he spend a lot of time wondering why he forgot that the Miya are always the right choice for that.

It wasn't that Mumei didn't see the value in brokering peace, it was that she didn't think she would ever be called upon for such a thing. Still, she tried.

She'd taken public lessons from half the Great Clans and a few minors growing up, and knew well their propaganda at least. It wasn't difficult to pluck a few useful examples that would be hard to refute without undermining their own public stories....

Sorry, it wasn't difficult to find a few such examples and vaguely fictionalize them to match the story set before them. Surely this would be a time to show the same mercy as demonstrated by the great Tiger general...um..Makodo Mushimori at the battle of Almond Blossoms... Her notes were kind of a mess. But the precedents were sound.

But actually writing up an agreement? In binding court legal verbiage? Mumei's submission read more like a bullet-pointed engineering memo. There were a few people who might be persuaded by such a thing, but none of them were sitting in the judging panel.

If she'd thought she was any good at this, she might have worried more about her showing.

Talking was more her sister's thing, but Moriko felt it was important to show a willingness to serve. If her duty called for her to try her hand at peace talks, she wouldn't shy from it. She'd always had trouble focusing during lessons, the world outside was so much more interesting than stuffy Clan histories, and men and women who died a long time ago on very distant planets. To her surprise, she recalled more than she would have have thought.

So she set about penning the agreement itself, setting down the terms in a straight-forward manner. Perhaps her short attention span served her here as much as it nearly held her back in her lessons, keeping her terms brief and on point. She finished the document, skimming over what she had written, and turned it in with a feeling of satisfaction.

An event on speaking on the benefits of peace? Perhaps an unlikely place to find a Spider, but Geppu knew he was well spoken and even the mightiest war machine must at times rest...so why not give it a shot?

After having listened to the arguments and using the recess to research a few points of history to prove his point, he sat down to pen the agreement. Taking the time to ensure that it was as airtight as he could, he submitted the verbage of the treaty to his hosts.

"I believe, Phoenix-samas, that this treaty should provide an eloquent answer to begin the cessation of hostilities between the Tiger and the Locust."

Satoru heard the task before him and took a slight effort to not gulp with apprehension the information, the study, the case were all easy to establish. The precedent was there older treaties, peace agreements similar scenarios. Proper concessions all laid out. The agreements and policy are all written and thought out to a T.

However presentation. That was his weakness overly technical, too obtuse, uncomfortable speaking and not persuasive. In the end her handed over his ideas and strode away already aware of what he did and didn't have talent for.

Jin was ready...ready for PEACE!

First he looked up all the right precedents to use! Not the boring ones of course...yesh, he found it! There it was! Peace between two colonies on the same planet! Peace was achieved when Rising Snow was completely obliterated by Dawning Shadow. Perfect!

Next up, he started writing the peace treaty. It had to be iron clad!

"Ujina-san...why is there a surcharge for using Hare troopers for keeping the peace? And I think there's a drawing of a Hare jumping out of a plane here....You know what? Thank you for your time."

Still. All peace negotiations were bargains of a sort. If Tetsu could find historical "bargains" of special precedent maybe he had a chance. He scours the network, trying to skim through pubically available magistrate rulings and other binding contracts looking for the language he wants.

He finds something he thinks he can use, and tries to use the basic lessons of Rhetoric from the Academy to put them into an argument, trying to take the dry legal text and make it captivating. It just doesn't quite stick

It wasn't quite clear why Ishiyo decided to take this assignment so seriously. She had not studied history, outside of her boarding school education. And her political training was middling at best, made all the more difficult by her refusal to deceive either party. Still the Crane threw herself into the task with all the zeal she could muster.

By the end, through careful patience, diligent study, and very carefully worded language. Ishiyo delivered a document that was at least acceptable to the Not-Lion and Not-Mantis.

Shokomaru could understand peace. Less people died that way...usually.

So he took to the event, but he didn't have much knowledge on historical treaties between clans. So after messing around on the Phoenix network, he got lost in a video rabbit hole and learned much more about the paper used to print official documents on than he had ever wished to.

So without much information, he went about his task and made a proper document that at the very least seemed to grasp the wishes of either side, and played fair with details. It was made in good faith, even if it wasn't perfect, and as easy to understand.

Hmm, peace you say? Well by the end of the event Koseki was pretty sure that war was the only solution. A galaxy-wide conflict would at least drum up a lot of interest in rare metals and minerals, which was good for trade and hence good for the Firefly. Plus the Phienix he was talking to seemed to think it was a good idea so he was obviously on to a winner.

He was a bit surprised later on to find that his flawless arguments had not scored any points. Must have come in 4th...

"Please review these compiled workings of calculated cumulative loses should this war continue. You will find these reports extensive and most assuredly accurate." Passing along two massive mountains of paperwork gathered from real world examples of these thinly veiled fictional clans. Each convincing that the war can not be sustained.

What follows is a convincing peace treaty backed both by trade agreements and political marriages. He leads the clans not closer together but rather to serve their own best interests first. None of the clans would admit it but a little greed goes a long way.

Atena really wanted to work with this hypothetic scenario that is not that hypothetic itself. She knew some of the history about how these things went. The silly Moshi went a bit over her mind when she tried to push the matter to favor the Locust but succumbed to the ferocity of the Tiger.

Michiya comes into this with relatively low expectations as he is by far not nearly as skilled as many of the other participants that have more experience. But because of that he decides to push himself to try and do his absolute best.

Unfortunately, he makes many procedural and factual errors in his attempts. He still has a great deal to learn but the exercise was fun even if a bit stressful as he tried throwing together an ideal treaty and ended up with a full on disaster on paper.
