1) Nope, but you can maybe ask around for one. Poke Boogiepop about the local robotics club.

2) We are talking a slum of 30.000 people or more and you travel with your belongings. While you go go and fix something, that would most likely be unwise. Firstly that would imply that the Phoenix cannot care about their own (as you have to do it). Secondly someone desperate enough might mug you - sure the Phoenix security patrol the area but they number in hundreds and can't be everywhere. Chances are that the heimin on your home world are not living much better, so you character, while feeling pity and compassion, would still recognize the the heiming have housing, food and water and so are not exactly suffering as far as Rokugani standards go.

Where are the rentals for vehicles exactly? Next to the inns, like the stables of old? In the marketplace? Near the perimeter because they take place?

It does. However the +2 xp tax applied for advantages bought after character generation applies as well. However I might rule that you can only purchase Wealth and Status once per game to prevent Unicorn and Crane farming koku whenever they want. XD
