By acting outside your authority you not only break the law (only magistrate responsible of the jurisdiction is allowed to investigate crime in a given fief, but you also insult your host as your actions imply that you are telling them that they are not doing their jobs properly.
So if you go snooping around in a small place like Shiro Yoake be assured that someone is very likely going to rat you out and then, if you don't have a permission to do what you have been up to, you are in
trouble (tm). Characters are samurai, to be a samurai is to serve - not to head to adventures.
